MONROE CITY COUNCIL MEETING
DECEMBER 9, 2008

7:30 p.m.

A motion was made to approve the minutes from previous meeting with minor grammar corrections by Councilmember Jean Vigil and seconded by Councilmember Lamar Ogden. All were in favor motion carried.

3.  Business

(A) Consider approval of November, 2008 Cash Disbursements and Adjustments Journals

Councilmember Ed Oldroyd asked about the insurance check made to ULGT - was concerned with the large amount, if this was the monthly cost. Allison was unsure on the subject Councilmember Oldroyd will discuss with Emalee Curtis, City Recorder, when she returns.
4.  Staff reports:
Devin Magleby addressed the council about shirts for the city employees. There are few employees that are currently in need of new shirts. Devin asked if he needed to come to the council every time shirts are needed. Councilmember Oldroyd commented that sometimes a budget item like this can be abused, however, he feels like Devin will be on top of this. It was decided that each outside employee can get four shirts at a time as needed to cover their needs and with Devin’s approval.
Devin is currently working with the county on the 911 systems updates. Devin asked the council if they want a step by step account of what is going on. They decided to let Devin handle it the best he can and when there is a problem he will bring it to council meeting.
Some of the biggest problems he is facing right now are with addresses in the Green Valley Subdivision, because of how the street is laid out, there is a possibility of having to rename these streets so that all emergency services can find these addresses. County has also asked Monroe to make address changes for duplicate addresses in Central Valley. Devin feels since Central Valley just went through a readdressing process that Monroe residents should not be expected to change theirs. The county has tagged about 30 duplicate addresses right now. Devin will look at the addresses and if they are correct, according to the county grid given to the city a few years ago, he does not feel like we should change them. If they are incorrect, then yes we can change them so that they are accurate. Devin will work with the county and Central Valley to eliminate this problem.
Mayor Nilsson stated that he feels like that he can live with whatever Devin does, Councilmember Warren Monroe feels like this is not a council matter.

Devin will keep the council informed as the project progress.

5.  Department business - reports and concerns - Law enforcement concerns

Department reports:
Councilmember Ed Oldroyd - Streets Department - Weeds - Equipment - Ed Explained that he had spent the afternoon with Devin and would like to thank him for his training and demonstration of the programs he is using to map the addresses for projects like the 911, along with all the other work that can be done with these programs. Ed asked Devin for an update on the pickup that Jerry Marsh has been working on for the city. Devin explained that the pump for the bed is still on back order, but they were going to work on getting the snow plow on.
Councilmember Lamar Ogden - Water/Irrigation Departments - Sewer -Garbage - Landfill - Lamar explained that he has been doing a lot of reading and was amazed at how much you need to know to do this job. He currently has two pages of questions but the more he seems to read, his questions are answered. He talks about an article Ed referred him to about a sewer system located in Plain City, Ut. There was a short discussion among the council members of the pros and cons of a system like this. He informed the council that someone who is involved with this kind of system would be willing to come to a council meeting and do a presentation of how it works.
Lamar spent a day with Gordon being updated on his new position. He has not been able to get with Rod Wanlass, City Water Superintendent, but would do this in the near future so he could begin learning more about the water system. Councilmember Warren Monroe said he would like to give Lamar an Atta boy for doing what he has done so far.
Councilmember Jean O. Vigil - Library Department - Utility Board - Fire Dept - Sr. Citizens - Jean read a letter from our Librarian updating her on the happenings at the library, everything seems to be going well. The Library has recently received another grant to purchase more computers, and the new children’s room has been a big hit. Evelyn did request that the Library close for December 26th and 27th. Jean decided that if the library placed notices well in advance so that patrons would know the library would be closed on December 26th and 27t,h, that they could close the library.
Councilmember Warren Monroe - Electric Department - Mosquito Abatement - Warren commented that the October power bill just came and with the warm fall we are in good shape. These small power bills help with our budget. We will keep an eye on the next few months’ bills to make sure we are still in line with expenses and income. It was decided that the judging for our Christmas lighting contest will run from December 15th -18th. The Reaper will report on this change. And the winners will be in the paper the week of Christmas. Warren would like to be in attendance for the meeting with Jones and Demille concerning the city irrigation water, so that he can be informed on how this is going. He will be there as a council member not an employee of Jones and DeMille. Warren took this time to wish everyone a Merry Christmas and Happy New Year.
Councilmember Troy Torgersen - Parks Department - Cemetery Department - Planning Commission
Troy inquired of Devin if it was legal for citizens to fish in the irrigation pond. It is not legal and there is a sign posting this on the gate to the pond. Troy asked about the status of a grant or some kind of funding, that was once discussed to have the pond be a fishing pond. Emalee has the information on this, we think basically there was no money for this. Troy asked if there were any kind of programs that could include a biking path or maybe even a walking path to include the hot springs. These are all questions to ask Emalee at the next meeting.
A suggestion of looking into a recreation intern to help with our recreation program was discussed. Some cities have looked to these interns to write grants and make contacts in an effort to raise money to complete some projects we would like to see done in Monroe. We have had in the past contributors that made donations to help with city projects, such as the tennis courts. An intern would probably work for somewhere between 10 and 12 dollars an hour. Troy will check into this further.
We have ordered the new playground equipment. There was talk about putting up a fence for the baseball fields, but we need to clarify where the high school will be holding their girls and boys soccer next year.
Mayor R. Kirt Nilsson - General administration - Mayor reported that we had received a list of items that UAMPS was placing on there surplus list. The city in the past has bid on items and has been happy with our purchases. There are some flat screen computer monitors and a pop up canopy that could be used for the 24th of July. Each department needs to look at the list and if there is something of interest, contact Daniel so he can put a bid in when he goes to his meetings this month.

It was decided that all employees could go home on December 24th at 3:00 p.m. and the office would also be closed the 25th and the 26th of December. This will be posted on the front door of city hall.

A motion was made to adjourn the meeting by Councilmember Ed Oldroyd seconded by Councilmember Lamar Ogden. All were in favor
