MONROE CITY COUNCIL MEETING

JANUARY 27, 2009

 

7:30 p.m.

1.  Mayor R. Kirt Nilsson

The regular meeting of the Monroe City Council was called to order at 7:30 p.m. by Mayor R. Kirt Nilsson. The flag ceremony was presented by Boy Scout Troop 625. The Pledge of Allegiance was led by the boy scouts. Prayer was given by Mayor Nilsson.

The minutes of the previous meeting will be ready for review and approval at the next council meeting.

Councilmembers Ed Oldroyd and Troy Torgersen are excused from tonight’s meeting. They are attending the ULCT Public Official’s Day at the Legislature in Salt Lake City.

3. Business

(A) John Johnson - Sevier County Mosquito Abatement Program

Mr. Johnson informed the council that he is here tonight to talk about mosquito abatement. Councilmembers said that they felt that the county abatement program was very successful last year. No one ever saw a mosquito, especially during the summer holidays.

Monroe City has participated in the larvicide program for several years. Last year the city purchased six cases of larvicide at a cost of $620.40 a case. The cost per case this year is $644.60. This is one of the best programs for the overall mosquito abatement program. If the county can get the larvicide in the water, it’s not as big a job to control mosquitoes during the summer. There are 220 briquettes in a case and a briquette covers a 10'x10' area and each briquette lasts 150 days. Putting it out one time takes care of the entire year. For the council’s information, Commissioner Gordon Topham is the new commissioner over mosquito abatement.

Councilmember Monroe said that for an extra $150.00 go for it.

A motion was made by Councilmember Warren Monroe seconded by Councilmember Lamar Ogden to approve the purchase of six cases of larvicide again this year. All were in favor. Motion carried.

It was suggested that the city publish an article in the April newsletter to notify John of ponds or areas with water holes larger than18 inches in diameter early in the spring so these areas can be treated with larvicide. John has obtained some aerial maps to help locate standing water pockets that should be treated. If there is a reunion, wedding or other get together, if John is given at lest a 24 hour notice his crew will try to take care of specific areas.

(B) Max White, White’s Sanitation annual visit

Mr. White said that this annual visit gives him an opportunity to express his appreciation to Monroe City for their business. The city was his first contract for community trash pick up.

The council was told that they don’t have to wait for him to come to a council meeting. He appreciates hearing of problems or concerns at any time. He can’t correct problems unless he hears about them.

Councilmember Monroe commented that the council appreciates the extra service during our celebration in July.

Max said that he appreciates the committee and their planning ahead of time so that he can take care of their needs.

Councilmember Vigil was told that anyone can have more than one garbage cart by requesting it through the city office and paying an additional monthly fee.

Max will be working on better communication with the city concerning picking up carts when some one moves.

Mayor Nilsson and the council again told how much they appreciates the good service provided by White’s Sanitation.

(C) Consider approval of accounts payable warrant register, cash disbursements and adjustments journals

Councilmembers reviewed and signed approval for the above payables and journals.

4.  Staff reports:

A new sample tree ordinance that is less restrictive will be prepared for council review.

Lyndon Friant asked for a copy of the city’s fence ordinance so he can see where he can plant trees on his property an provide for sight lines for safety.

If any councilmember has corrections or concerns that need to be addressed with the draft irrigation capital facilities plan, please notify the office no later than this Friday so the final report can be compiled.

5.  Department business - reports and concerns - Law enforcement concerns

Department reports:

Councilmember Ed Oldroyd - Streets Department - Weeds - Equipment

No additional business for his department.

Councilmember Lamar Ogden - Water/Irrigation Departments - Sewer -Garbage - Landfill

Councilmember Ogden appreciates White’s service, especially for widows and invalids in our community

The city is ready to begin collecting the $20.00 surcharge fee for those water lines located outside the city limits. A special account has been set up to track the revenues and expenditures for replacement of the old water lines outside the city limits.

The city has received approval to expend the balance of the Cold Springs Project funding for the modification of the spring to gain approximately 60 gpm of additional flow. This project will begin once weather permits.

Jones & DeMille Engineering will provide a stamped drawing of plans for replacement of culinary water lines outside the city limits. This project will begin when weather permits. The drawings and hydraulic study are being prepared by a licensed engineer. This is necessary for the city’s protection in showing that the project is following health department and drinking water quality rules.

Councilmember Jean O. Vigil - Library Department - Utility Board - Fire Dept - Sr. Citizens

* Councilmember Vigil asked if she could take a few minutes for a report of a personal nature. Her entire family traveled to Salt Lake City to attend the swearing in ceremony for her son Ralph Okerlund as a new Utah State Senator. It was a once in a lifetime experience. Her children, his children, and their children were all in attendance. She is so grateful they moved to Monroe when Ralph was four years old. Glad of his education and his experiences from our area. Even through he is her son, she feels that we will be very well represented on a state level.

The City Library is running very smoothly. The library board appreciates the good council and mayor and people we work with.

Councilmember Vigil is proud to have the scouts attend our council meetings. She hopes they will grow up to serve in their communities.

Councilmember Warren Monroe - Electric Department - Mosquito Abatement

The current UAMPS power bill is right on target with the projections made earlier this year. Usage was up for the month of December as there were lots of homes taking advantage of the power rebate if they had outdoor Christmas lights. There eight pages of power credits totaling about $6,000.00.

For the council’s information, Councilmember Monroe is looking at the possibility of an additional source for a hydro power plant up First Left Hand. He plans to move ahead with evaluating this prospect when the weather breaks.

He feels it important that the city continue to look at potential geothermal potential for power generation also.

Councilmember Troy Torgersen - Parks Department - Cemetery Department - Planning Commission

No new business tonight.

Mayor R. Kirt Nilsson - General administration report - plans for meeting with Senator Bennet’s staff

There will be a meeting with Brad Shafer of Senator Bennett’s office at 3 p.m. at the city hall on February 2nd to discuss possible funding for a city wastewater system. All councilmembers will be notified and a public notice and agenda will be posted for this meeting.

Mayor Nilsson received an email from Joe Anderson. Plans are for the Broadway Review to be on the following dates: July 22, 23, 24, 25.

April 15, 16, 17 are the dates for the League of Cities and Towns Mid Year Conference. Put those dates on your calendar and plan to attend.

6.  Adjournment

A motion was made by Councilmember Monroe seconded by Councilmember Vigil to adjourn at 8:20 p.m. All were in favor. Meeting adjourned.
