MINUTES
MONROE CITY COUNCIL MEETING
AUGUST 11, 2009
7:30 p.m.
1. Mayor R. Kirt Nilsson
The regular meeting of the Monroe City Council was called to order by Mayor R. Kirt Nilsson at 7:30 p.m. The Pledge of Allegiance was led by Recorder Emalee Curtis. Prayer was offered by Councilmember Ed Oldroyd.
The minutes of the August 4, 2009 work meeting were reviewed. A motion was made by Councilmember Monroe seconded by Councilmember Oldroyd to approve the minutes of the August 4, 2009 city council work meeting as submitted. All were in favor. Motion carried.
The minutes of the July 14 and July 28 city council meetings will be approved at a later date.

2. Citizen input
Jack Hammond visited with the council with information regarding the purchase of an enclosed Community Emergency Response Team (CERT) trailer and supplies to be used by the local CERT team. He thanked the council for budgeting for this equipment trailer. He has attempted to make contact with Fillmore to see how their CERT trailer is configured, but has been unable to see it. He has talked with Innovative Trailer Manufacturing in Richfield. They recommended a
6' x10' enclosed trailer. The nicer model is $2,200. The standard model is not built as well and costs $1,950. The nicer trailer has a dome roof and the side braces are closer together. The other model has a flat top and the flooring material is not as strong. There are two back doors and a side door. There is an additional cost of $300 to build shelves and locking devices along the insides of the trailer.
Jack asked if there might be room at the fire station to store the trailer. The trailer isn’t insulated, and it would need to be kept in a heated location in the winter to keep the supplies from freezing. The city would need to talk to the firemen to see if there is any room at the new fire station to store the trailer. Another option might be to utilize part of the bay area at the old fire station. The county ambulance is parked there, but there may also be room for this trailer.
The city budgeted $2,500 for the trailer. Jack said that there may be some other resources available to assist in equipping the trailer. Construction of a backboard might be a good Eagle Scout project and would save some money. There should be two backboards to carry injured people on the trailer . The Six County Association has blankets, gauze and other materials for stocking the trailer. Once the trailer is ready, Jack will call a meeting of the members of the local CERT unit and begin looking for donations to stock the trailer. He provided a list of suggestions for supplies for the trailer and a list of local CERT members.
Councilmembers recommended that Jack order the deluxe model with the shelves and locking devices and get it ordered now. Jack said that he plans to get "Monroe CERT Trailer" lettered on the side of the trailer. It was suggested that Jack should ask if the builder will install a spare tire bracket and tire at no extra cost. If not, have the tire bracket put on during construction of the trailer.
3. Business
(A) Justin Phelps - proposal for Eagle Scout Project
Justin explained that he would like to paint and grease the fire hydrants and valves in town as an Eagle Scout Project. He feels that this project would benefit the city with the hydrants working better and looking good with a fresh coat of paint. He asked if the city might pay for the paint and grease. This was approved and will come out of the fire department budget. Devin recommended that he use safety red paint and will visit with Alvey’s to make sure Justin gets the proper type of paint. He plans to begin the project right away while the weather is still good. Councilmembers agree that this will be a good project. Councilmember Monroe said that he appreciated Justin’s help with the meat at the city BBQ on the 23rd of July.
(B) Utah League of Cities and Towns Convention registration
The following registrations will be sent in for the Utah League of Cities and Towns annual convention: Mayor Nilsson, Councilmember Ogden, Monroe, Torgersen and Recorder Curtis. Councilmembers Oldroyd and Vigil won’t be able to attend. (C) Open bid - rent of Monroe Irrigation Canal Water Shares
The city received a bid for renting the city’s Monroe Irrigation Canal water shares for the 2009 watering season.
The Vermillion Canal Company submitted a bid of $15.00 per acre ft. They would also like to rent any hold over water.
Their bid shows that the city owns 48.5 shares. The city owns 40.583 shares. The canal company allocated 2.85 acre ft. per share. This would calculate to $1,734.92 for the shares that the city owns.
The council doesn’t want to commit to renting any holdover water at this time.
A motion was made by Councilmember Monroe seconded by Councilmember Torgersen to accept Vermillion Canal Company’s bid of $15.00 per acre ft. for the city’s 40.583 Monroe Irrigation Canal Shares with no hold over canal water to be included in the bid. The total will be $1,734.92. All were in favor. Motion carried.
4. Staff reports
Recorder Curtis distributed July, 2009 department budget reports to councilmembers. Public Works Superintendent Magleby reported that there is a leak in the penstock up First Left Hand. Jerry Marsh could weld it and have it off for a minimal length of time. He is scheduled to make this repair tomorrow morning.
There was a discussion concerning a time frame to begin the North Monroe culinary water line project. The city will need to plan ahead to obtain easements for this water line. Councilmember Monroe said that if we follow the same route, there are easements by prescription and new easements wouldn’t be needed. The city has collected $5,640 culinary surcharge fees from water connections in the county and the fund collects $940.00 income a month. Councilmember Monroe said to make sure that blue pipe with tracer wire is used and to consult the plans Jones & DeMille Engineering prepared for this project.
5. Department business - reports and concerns - Law enforcement concerns

Councilmember Oldroyd will work with Devin on some streets issues.
Councilmember Lamar Ogden - Water Department - Irrigation Department - Garbage - Landfill Councilmember Ogden expressed concern with the progress on the city’s irrigation improvement project. Very little pipe has been installed and the contractor is progressing very slowly. He has some concern with trench walls in some areas. They have a three man crew on-site. He read a progress report submitted by Jones & DeMille Engineering Inspector Jason Brown.
Councilmember Monroe asked why they were using white pipe instead of colored pipe. The city’s construction standards were checked and it states that purple or white pipe may be used for irrigation pipe. The standard requires location tape on the pipe. Councilmember Jean O. Councilmember Vigil will check with the fire department about storing the new CERT trailer in their building or the old fire station.
Councilmember Warren Monroe - Electric Department - Mosquito Abatement Councilmembers Monroe and Torgersen attended UAMPS annual conference. There was good information presented.
The year-end report for city’s electric department shows power this time of year costing more than this time for previous years.
A work session was held August 4, 2009 with members of the city council and representatives of the forest service and Jones & DeMille Engineering. The city is moving forward with the hydro feasibility study and working with the Forest Service for any additional studies or permits they may require.
Councilmembers agreed that a zippered pouch with a city imprint that contains packets of blistex, sun screen and band aids will be ordered as the prizes for the city’s annual Public Power Picnic on September 14th. The city is continuing to promote conservation as our public power message.
Councilmember Troy Torgersen - Parks Department - Cemetery Department - Planning Commission
Councilmembers Torgersen and Monroe are getting more information on just what specifications should be prior to having a portable grill built for the city. Mayor R. Kirt Nilsson - General administration report
Everyone did a good job during the annual 24th of July celebration. Kirt received lots of positive comments. The city’s profit from the BBQ was $43.26.
The Six County Association of Governments has asked that the city host a Neighborhood Watch picnic on September 11th. Councilmembers will be returning later that night from the League of Cities and Towns meetings. Grace McAllister will be asked if she would like to set up a booth at the city’s Public Power Picnic on September 14th. The city doesn’t know if she has contacted Christine Nielson and Melinda Costa, Monroe City’s Neighborhood Watch representatives and involved them in these plans. A local citizen suggested that the city organize a Farmer’s Market. Councilmembers agreed that the city is not in a position to organize and regulate this type of activity at this time.

A motion was made by Councilmember Oldroyd seconded by Councilmember Monroe to adjourn at 8:40 p.m. All were in favor. Meeting adjourned.
