MINUTES
MONROE CITY COUNCIL MEETING
NOVEMBER 24, 2009
7:30 p.m.
1. Mayor R. Kirt Nilsson
The regular meeting of the Monroe City Council was called to order at 7:30 p.m. by Mayor R. Kirt Nilsson. The Pledge of Allegiance was led by Recorder Emalee Curtis. Prayer was offered by Councilmember Ed Oldroyd.
Councilmembers reviewed the November 10, 2009 city council minutes.
A motion was made by Councilmember Monroe seconded by Councilmember Oldroyd to approve the minutes of the November 10, 2009 city council meeting with the following corrections:
Page 1: change "Sterling Roses" to "Sterling Rose"
Page 2: change "lit" to "lot";
Page 2: change "the legal descriptions" to "some of the text"
Page 4: change "city’s responsibility to take care of repairing them" to "repair any damages that may occur"
All were in favor. Motion carried.

3. Business
(A) Jack Hammond - CERT support
Mr. Hammond gave the council an updated report on the progress on supplying the local Community Emergency Response Team (CERT) trailer which was purchased by the city. He talked with Fred Hunt and Jeff Johnson, local emergency managers, who advised him that the city might send out letters to local communities and businesses asking for their support in providing supplies for this trailer. These letters are being prepared for the mayor’s signature.
The county is working on three emergency services grants now. Mr. Hammond provided them a list of needed equipment for our CERT trailer. They said that they will incorporate our list of needs with their grant applications.
Members of the local CERT volunteered their services to provide first response emergency training for the county’s Search and Rescue organization and the Sheriff’s office.
Mr. Hammond asked the city council if they would help sponsor a pancake breakfast to raise funds for the CERT group. They would provide the labor and advertising. They are asking the city to pay for the food supplies. He estimates the cost to be around $100.00 for the food. This activity would take place at the local SR. Citizen’s Center sometime after the first of the year. It was suggested that they might want to plan another breakfast for Memorial Day. They will serve pancakes, juice, eggs and meat.
Councilmembers agree that this is a good idea and will review his final cost estimate to determine if there is money in the budget for this activity.
(B) Approval of warrant register, cash disbursements and adjustments journals
Councilmembers reviewed and signed the November warrant register and the October cash disbursements and adjustments journals.
4. Staff reports: Change annual audit report to January 12, 2010
Councilmembers agreed to change the date that the city’s auditors present their annual report to the council. It will be at the January 12, 2010 council meeting instead of December 22nd. A work session will be held at 6:00 p.m. prior to the regular council meeting.
Recorder Curtis reported that she attended the annual Utah Floodplain Managers Conference in St. George last week. There was a lot of good information presented. Monroe City’s flood plain map is scheduled to be updated through FEMA’s map mod program as soon as funds are available.
Mayor Nilsson and Recorder Curtis are working on updating city employee job descriptions.
Monroe Canyon Assisted Living has invited councilmembers and their spouses to attend a luncheon and tour of the facility. The following indicated an interest in attending: Councilmember Oldroyd, Vigil, Torgersen, Monroe and Mayor Nilsson. Further information will be given of the date and time to attend. Councilmember Monroe said that a Saturday would work better for him. Councilmember Ogden has already had a tour of the facilities.
The mirror that the local DUP requested be hung at the community center is 41 ½ " x 32". It is very heavy and large. The wooden frame extends away from the wall. It is a more appropriate decoration for a residence, not a public building. The city will inform the DUP of the council’s decision to not hang this mirror in the community center.
Public Works Superintendent Devin Magleby reported that the city will purchase a broom attachment for the skid steer. Rental fees already paid by the city will be applied to the purchase price. The total estimated cost will be $8,800.00.
The pine tree donated to the city by Lee and Liz Holloman has been transplanted to the Lion’s Park. Additional LED type Christmas lights will be purchased to decorate this tree for the holidays.
5. Department business - reports and concerns - Law enforcement concerns
Department reports:
Councilmember Ed Oldroyd - Streets Department - Weeds - Equipment
* The city has received a check from Valley Builders for repairs to be done at the library parking lot. This work will be done next spring.
* Street patching around 400 North has been completed.
* Councilmember Oldroyd attended the recent Local Emergency Planning Committee (LEPC) meeting. They discussed the Code Red Alert System. This should be a very effective way to communicate disaster information to the community.
Councilmember Lamar Ogden - Water Department - Irrigation Department - Garbage - Landfill
* City crews will begin work on upgrading the culinary water line north of town after the holidays. He appreciates the information provided to him, prepared by city employees Rod Wanlass and Devin Magleby, outlining the plan for construction and estimate of costs.
Councilmember Jean O. Vigil - Library Department - Utility Board - Fire Dept - Sr. Citizens
* No new business. She appreciates Councilmember Oldroyd resolving the library parking area issue with Valley Builders.
Councilmember Warren Monroe - Electric Department - Mosquito Abatement
* Reviewed a draft information letter to be sent out with the city’s December newsletter. Comments were made and additions recommended to be included with this information.
Councilmember Troy Torgersen - Parks Department - Cemetery Department - Planning Commission
* Ken’s Carpet Cleaning of Mt. Pleasant will be contacted to clean the carpets at both the city library and community center.
Mayor R. Kirt Nilsson - General administration report
* Councilmembers were reminded of the annual community holiday kick off on December 7th. Councilmembers were asked to be there before 5:30 p.m. to help serve cocoa and donuts.
* Sagebrush Grill will be contacted to see about the availability of their facility for a city dinner on January 5th.
A motion was made by Councilmember Monroe seconded by Councilmember Vigil to cancel the December 22nd city council meeting. All were in favor. Motion carried.
6. Adjournment
A motion was made by Councilmember Oldroyd seconded by Councilmember Ogden to adjourn at 8:40 p.m. All were in favor. Meeting adjourned.
