MINUTES
MONROE CITY COUNCIL MEETING
DECEMBER 8, 2009
7:30 p.m. 1. Mayor R. Kirt Nilsson
The regular meeting of the Monroe City Council was called to order at 7:30 p.m. by Mayor R. Kirt Nilsson. The Pledge of Allegiance was led by Councilmember Ed Oldroyd. Prayer was offered by Councilmember Lamar Ogden. Present:

Excused from tonight’s meeting:
Councilmember Jean Vigil, and City Recorder Emalee Curtis
Councilmembers reviewed the November 24, 2009 city council minutes. A motion was made by Councilmember Monroe seconded by Councilmember Oldroyd to approve the minutes of the November 24, 2009 city council meeting with the following correction:
Page 2: last paragraph change Councilmember Oldroyd to Councilmember Ogden has already had a tour of the facilities.
All were in favor. Motion carried.
2. Citizen input
None tonight. 3. Business
(A) Sabrina Lee - Single lot Split - 470 S Main:
Ryan Savage, from Savage Surveying, presented a plat map with the single lot split for Sabrina Lee and Gordon Topham.
A motion was made by Councilmember Torgersen seconded by Councilmember Monroe for conditional approval of this single lot split pending Councilmember Torgersen’s review. All were in favor. Motion carried.
Allison Leavitt, reported that the Christmas lighting went well. Santa was delivered to the park by Walt Lefevre, riding in his wagon pulled by his team of mules. Walt then gave rides, for those who wanted them, around the block to see the Youth Council and their live nativity. About 150 candy canes were given out by Santa. A good size crowd.
4. Department business - reports and concerns - Law enforcement concerns

With the purpose in mind of establishing a record of the shortest city council meeting ever and to act as an example to the other city council members, I choose to defer any comments or business until next meeting. I would like to wish everyone a Merry Christmas and Happy New Year. Councilmember Lamar Ogden - Water Department - Irrigation Department - Garbage - Landfill
Asked Jason Brown from Jones and DeMille to explain the bill the city received from Ron Foster Construction, concerning the irrigation project. Jason assured the council that he, Rod and Devin have reviewed the change orders and costs involved. There are enough funds remaining in the irrigation project budget to pay for these changes, and the changes are justified. Councilmember Jean O. Councilmember Warren Monroe - Electric Department - Mosquito Abatement The judges for the lighting contest are on board for this week. Warren would like to thank Ed for his statement and for his enlightening email that reminds us as a citizen to do our part. Warren visited with Provo City’s engineer about the LED lights they recently began using. Provo is finding that the type of lights they are using is producing excessive heat. We may stand by and watch what happens with Provo’s project before we jump into getting LED lights for Monroe. Troy stated that some do cause more heat than others, it just depends on the type and distributor of the lights.
Warren will be working with Daniel Peterson, in clarifying and tightening up the current electrical policy. Right now our rates are okay, in both hookup fees and per Kwh.
Changes could be coming with California trying to sell off their IPP power shares. If they do sell, this will give UAMPS members an opportunity to buy more shares. IPP is one of our current resources. Because of the efficient maintenance schedule the plant is in very good condition, basically the same as if it were a ten-year-old plant.
Hunter Power Plant provides much of our power at a lower price than IPP, however, in the future there will be some major maintenance costs, which will increase the price.
Warren will keep a close eye on this matter, we do not want to put all of our eggs in one basket, but keep our power sources diversified to better serve Monroe.
Councilmember Troy Torgersen - Parks Department - Cemetery Department - Planning Commission

Talked with Planning commission members Kamelle Gleave and Pat Lee and they are willing to stay on the board for another term. Also, Bart Lee will serve another term on the Board of adjustments. We will be having our employees’ appreciation dinner on January 5 at 6:00 p.m. at the Sagebrush Grill.
Devin reported that the Christmas lights are up and working.
5. Adjournment
A motion was made to adjourn the meeting by Councilmember Ed Oldroyd seconded by Councilmember Warren Monroe. All were in favor Approved this 12th day of January, 2010 ___________________________________
