2. Motion to adjourn to an executive session to discuss the character, professional competence, or physical or mental health of an individual.
 
3.  Mayor Nilsson to sign a sworn statement that the sole purpose for closing the meeting was to discuss the character, professional competence or physical or mental health of an individual.  
 
4.  Motion to close executive session and return to the special council meeting.
 
5.   Proposed action on issue discussed during executive session.
